Responsibilities
The consultant will:
- Assess selected Nigerian administrative data systems using the Administrative Data Maturity Model (ADaMM).
- Establish maturity baselines across health, education, child protection and social protection.
- Conduct consultations with government and other stakeholders.
- Map data flows and review standards, governance and interoperability opportunities.
- Produce a diagnostic report on administrative data systems.
- Co-design short, medium and long-term improvement roadmaps.
- Support stakeholder workshops, dialogue and capacity building.
Qualifications and Requirements
Applicants should have:
- A Master’s degree or higher in Information Science, Informatics, Management Information Systems, Data Governance and Policy, Business Information Systems or a related field.
- At least 8 years of relevant experience in data systems strengthening and assessments.
- Experience working with national statistics offices or government agencies.
- Experience assessing administrative data systems and applying maturity models.
- Knowledge of data governance, privacy, security and sector information systems.
- Experience in health, education, social protection or civil registration and vital statistics systems.
- Strong stakeholder facilitation and workshop management skills.
- Excellent English communication and writing skills.
Previous experience with UNICEF or another UN agency is an advantage.
